Evilest Villan Vol.3
i looked at some evil Villans in anime, and i found one that is as evil as the last.if you are a kid, or have not finshed seeing GetBackers, read at you're own risk.)

Dr. Jackal.He has blades in his body that he cuts people with.

He is an intimidating transporter who never backs down from brutalizing people that get in his way. He has a lust to kill, and uses scalpels that are embedded in his flesh as weapons.

He wears a black trench coat and a concealing hat. Akabane’s past is not known. His façade is of a smiling, polite man, but he really is a cold blooded killer.
